Wheeling, on the Ohio River in the northern panhandle of West Virginia, stood at the center of the region's iron and steel trade in 1909. The city had long been known for its nail works, glassworks and the Wheeling Steel and Iron Company, and its riverfront served as a busy link between mills, coal barges and the railroads that ran along the bottomland. The Baltimore and Ohio's main line through the city made it a major rail junction, and the Wheeling Suspension Bridge, completed in 1849, still carried traffic across the river to Ohio. Residents of the day knew the city as a manufacturing town shaped by the river and the rail yards, with its waterfront a daily scene of steamboats, freight and workers headed to the mills.
