Norfolk, Virginia, in 1919 was a busy port city on the Elizabeth River and Hampton Roads, shaped by shipping, coal and cargo handling, and the Norfolk Navy Yard across the water at Portsmouth. The city had grown steadily since the Civil War, and its waterfront docks, rail yards and shipyards drew workers from the surrounding countryside and from Black and white families who had come for jobs. The First World War had just ended, and the region's military and maritime importance was still fresh in local memory, since the naval base had handled troop movements and ship repair during the conflict. Norfolk's civic life in these years centered on its downtown streets, churches, schools and the ferries that linked the city to neighboring towns, and residents would have known it as the largest city in the Hampton Roads area.
