Norfolk and Portsmouth sat across the Elizabeth River from each other in 1915, two Hampton Roads cities whose fortunes rested on water. Norfolk's harbor handled coal, lumber, and cotton, and the Norfolk Navy Yard at Portsmouth, one of the largest naval installations on the East Coast, employed thousands of shipyard workers and anchored the local economy. Streetcar lines and ferries tied the two cities together, carrying dockworkers, clerks, and sailors between them every day. Tidewater Virginia was still digesting the rapid growth that the Navy and the port had brought in the previous decades, and residents of both cities would have known the region first as a place of shipbuilding, shipping, and military life.
