Norfolk, Virginia, in June 1919 was a port city on the Elizabeth River near its mouth at Hampton Roads, and it was still adjusting to the end of the First World War. Its economy rested on shipping, coal shipped through the Norfolk and Western piers at Lambert's Point, the seafood and oyster trade, and the Navy's presence across the river at the Norfolk Navy Yard in Portsmouth. The city had grown quickly over the previous two decades, and wartime demand had brought sailors, shipyard workers, and military traffic through its streets. Residents had also lived through the influenza epidemic of the fall of 1918, which strained local hospitals, and by the summer of 1919 many were looking toward a return to ordinary commerce and civic life.
