Richmond, Virginia, in 1919 was a tobacco and manufacturing city still recovering from the national demobilization that followed the Armistice the previous November. Tobacco plants, cigarette and plug factories, and the warehouses along the river drove much of its payroll, and many of its workers were Black Richmonders who labored in those plants under segregation laws. Broad Street served as the main shopping and streetcar corridor, while the James River falls and the rail yards kept freight moving through the city. Residents who had lived through the fall 1918 influenza epidemic would have remembered closed schools and crowded hospitals, and they were watching the city grow past 170,000 people.
