In 1917, Hampton Roads, Virginia, was a crowded harbor region where shipyards and army posts were turning to the war effort after the United States declared war on Germany that April. The Newport News shipyard was among the largest in the country, and its docks and the Norfolk-area yards handled naval and merchant work. That same year the army established Camp Eustis near Newport News to train artillery soldiers, and recruits arrived by rail and steamer, swelling towns that had been small only a few years before. Residents knew the area for its shipbuilding, its port trade, and the sudden crowds of uniformed men filling its streets and boarding houses.
