Naval Station, Hampton Roads, Virginia, in 1920 occupied the waterfront at Sewells Point, on one of the best natural harbors on the Atlantic coast. The Navy had established the station in 1917, and it served as a center for ships, repairs and supply for the Atlantic Fleet. The surrounding region ran on shipbuilding at Newport News, coal and cargo moving across Norfolk's piers, and the railroads that carried freight to the water. Only a few years after the First World War, the base was adjusting to peacetime routines, and Norfolk and Portsmouth residents still counted the Navy as a defining presence on their shoreline.
