Thermopolis in 1918 was the seat of Hot Springs County, a small Wyoming town that depended on visitors arriving by rail to take the waters. That autumn the influenza pandemic reached the state, and public gatherings and crowded bathhouses were restricted in many Wyoming communities. The fighting in Europe ended in November, and the news of the armistice gave residents a sense of relief after a year of war bond drives and rationing at home. Meanwhile, federal irrigation works farther up the Big Horn River, including the Shoshone Project, kept bringing new farms into the surrounding basin, so the town's growth was tied to both its springs and the settlers arriving to farm nearby.
