Yosemite National Park in 1908 was a federal reserve that the U.S. Army had patrolled since 1891, when the Army took over from the state and the valley's visitors still traveled mostly by stagecoach. The Yosemite Valley Railroad had reached El Portal in 1907, so tourists could ride the train from the San Joaquin Valley and finish the trip by road into the valley. Hotels, camps, and trails served a steady stream of visitors who came for Yosemite Falls, Half Dome, and the granite walls. Many of them also followed a growing public debate over whether the valley's watershed should be dammed, a question that had reached Congress by this time.
