Vallejo, California, in 1908 was a waterfront city on the north shore of San Pablo Bay, shaped by the Mare Island Navy Yard just across the Napa River channel, which had been operating since 1854 and was among the largest employers in the region. Its population was modest, a few thousand residents, and its streets reflected a mix of naval families, shipyard workers, and merchants serving them. Railroad and ferry connections tied the town to Benicia, Martinez, and the rest of the Bay Area, while Solano County's farms supplied grain and produce for shipment. Civic life centered on churches, fraternal lodges, and local schools, and residents would have known Vallejo first as the home of the navy yard and the bay's working shoreline.
