Yosemite Valley in 1915 was a national park, established by Congress in 1890 around the valley and the high country above it. The Yosemite Valley Railroad had reached El Portal in 1907, so visitors could leave the train and ride stages up the grade, and tourism was the main business that supported the hotels and camps on the valley floor. That same year, San Francisco was hosting the Panama-Pacific International Exposition, which drew many visitors west, and some added a side trip to the valley. Conservationists and city officials were then arguing over whether the nearby Hetch Hetchy valley should be dammed to supply San Francisco with water, a dispute that kept the park's future in public debate.
