Baton Rouge in 1935 was a state capital that had just gained a dramatic new seat of government. The New Capitol, a 34-story tower completed in 1932 under Governor Huey P. Long, rose above the riverfront and symbolized his push for roads, schools, and public works paid for by state taxes on oil and other industries. Long's political machine dominated Louisiana life, and the city's fortunes were closely tied to state spending and to the Louisiana State University campus that his administration expanded. In September 1935, Long, then a United States senator, was shot inside the Capitol and died two days later, an event that shocked residents who had lived with his ambitions for nearly a decade.
