Baton Rouge, Louisiana, in 1912 was the state capital and a river town on the east bank of the Mississippi, where government offices, the state university, and riverfront commerce shaped daily life. The city's economy still leaned on shipping, sugar and cotton moving through the port, and the lumber trade that had come out of the cypress swamps to the north. The Standard Oil refinery, which opened in 1909, was beginning to bring industrial jobs and a new kind of growth to the southern edge of town. Residents of the period knew Baton Rouge as a place where legislators met in the old Capitol and where the river's levees, floods, and steamboat traffic set the rhythm of the seasons.
