Oakland in 1908 was the fast-growing city across the bay from San Francisco, a place whose population had climbed past 150,000 after the 1906 earthquake and fire sent many refugees and businesses across the water. Its waterfront along the estuary handled lumber, grain, and goods bound for the Southern Pacific and Santa Fe rail terminals, and the city's factories, foundries, and canneries drew workers from across the East Bay. Civic life centered on the downtown business blocks, the new City Hall rising near Oak Street, and streetcar lines that connected neighborhoods to the ferry landing at the foot of Broadway. Residents of the day knew Oakland as the commercial and residential counterweight to San Francisco, a city of homes, schools, and a growing middle class looking across the water.
