Oakland in 1909 was still absorbing the shock of 1906, when the San Francisco earthquake and fire sent thousands of refugees across the bay and pushed its population sharply upward. The census of 1910 would count roughly 150,000 residents, which made it the largest city on the east side of the bay, and new houses, schools and shops were going up faster than the town could plan for them. Industry along the estuary and the busy rail yards kept freight moving to and from the transcontinental lines. Residents knew their city as a fast-growing working town that was debating public works and taxes, and it shared in the reform-minded politics that was spreading through California at the time.
