Kern, on the Kern River just east of Bakersfield in Kern County, California, was a small community in 1909 whose fortunes depended on the surrounding valley's farms, irrigation canals, and the Southern Pacific Railroad line that carried crops and freight north and south. Kern County's economy was shifting that decade, as farmers grew alfalfa, grain, grapes, and cotton on irrigated land while oil prospectors pushed into the hills to the west and north. Residents of the area knew it as a river-bottom settlement tied to the county seat at Bakersfield, where courthouse politics, churches, and local merchants shaped daily life. Floodwaters from the Kern River had long threatened low-lying ground here, so flood control and canal maintenance were constant concerns for landowners and town boosters alike.
