Los Angeles in 1908 was a fast-growing city of well over 100,000 people, and the downtown streets in this panoramic photograph were filling with office blocks, department stores and electric streetcars that carried shoppers and workers across the basin. Oil was becoming a significant business, with derricks rising on the edges of town and in fields to the west, while citrus packing and shipping remained central to the regional economy. Voters had approved bonds in 1907 for an aqueduct to bring water from the Owens Valley, and construction was getting underway, a project city leaders hoped would end the water shortages that had shaped civic debate for decades. Residents measured their city by its building boom and by that promised water supply, which they expected would support growth well beyond the old downtown.
