Pasadena in 1908 was a foothill town at the base of the San Gabriel Mountains, increasingly linked to Los Angeles across the Arroyo Seco by the Pacific Electric streetcar line, which carried commuters and shoppers in both directions. Visitors who wanted to see the mountains could ride the Mount Lowe Railway's steep switchbacks up toward the Echo Mountain resort. Residents argued over how to balance their shaded streets and quiet residential character against the subdivision of land for new houses and the needs of a growing business district. Throop Polytechnic Institute, a small technical school on the town's edge, trained students in practical engineering and the mechanical trades.
