Portland in 1923 was a city of roughly a quarter million people, still driven by lumber, grain, and shipping on the Willamette and Columbia, but increasingly shaped by automobiles and paved streets. Mills and docks remained the backbone of the working economy, and ships still carried lumber and wheat to markets across the Pacific. Politics that year was contentious: in 1922 Oregon voters approved a compulsory public school measure backed in part by the Ku Klux Klan, which had grown powerful in the state, and the law's fate would be decided in the courts. Downtown office blocks and storefronts crowded the riverfront, and the city's residents knew it as the largest metropolis of the Pacific Northwest.
