Portland, Oregon, in 1908 was the largest city in the Pacific Northwest and a shipping center where the Willamette River meets the Columbia. The river waterfront was the city's commercial heart, with wharves and steamboats handling lumber, wheat, and flour bound for markets up and down the coast and overseas. Portland's population had climbed steeply over the previous decade, helped by the railroads that linked the city to the interior and by the 1905 Lewis and Clark Exposition, which had drawn national attention to the city. Residents of the time knew Portland as a busy river port and a booming city, with its growth shaping its streets, bridges, and docks along the water.
