In 1908, Portland was a fast-growing city of wharves, sawmills, and warehouses, with its population having nearly doubled in the previous decade. The Lewis and Clark Exposition of 1905 had drawn national attention to the city, and its growing reputation drew new residents and investment, especially to the industrial flats along the Willamette and the neighborhoods spreading up the hills. Residents were also building civic traditions, including the Rose Festival, which had begun in 1907 as a spring celebration of the city's mild climate and gardens. Shipping still moved grain and lumber down the Columbia, but many Portlanders in 1908 were more likely to talk about streetcar lines, new houses, and the next bridge across the Willamette.
