Delaware, the seat of Delaware County in central Ohio, was a small college and market town in March 1913, when the Olentangy River rose over its banks and into the streets. That month's flood was among the worst in Ohio's history. Dayton drew most of the national attention, but high water also swamped low ground in river towns across the state. Delaware's economy rested on farming, local trade, and Ohio Wesleyan University, which had been teaching students there since 1842. Residents who lived through the flood would have measured the disaster against an ordinary spring, when the river was a familiar part of town life rather than a threat to homes and shops.
