Columbus, Ohio, in March 1913 was a growing state capital whose economy rested on railroad yards, shops, and factories that turned out wagons, machinery, and other goods. In late March, days of heavy rain swelled the Scioto and Olentangy rivers, and water spread across the low downtown streets and riverside neighborhoods. This view from above shows the city under flood, with streets and rail lines submerged and the ordinary routines of work and travel brought to a halt. The disaster hit much of Ohio that week, and it turned attention toward flood control, leading to the state's later conservancy districts. For Columbus residents, the spring of 1913 became the season when the river came up into their city.
