Chillicothe, Ohio, sat in the Scioto River valley in March 1913, when a broad storm system sent rivers across the state far above their banks. The flood came in late March, and the Scioto and its tributaries spread through low streets and riverfront blocks, cutting off travel and forcing families from their homes. Residents had long known Chillicothe as the first capital of Ohio, and its mills, shops, and rail connections made it a working town of workers, merchants, and farmers who depended on the river for water and trade. This panoramic view records the water at its height, showing a community that had to wait out the flood and then clean up and rebuild once the river fell back into its channel.
