Chillicothe, Ohio, sat on the Scioto River in Ross County, a farming and small-manufacturing town that had been the state's first capital in 1800 and 1801. In March 1913 a massive flood swept through the Ohio Valley after days of heavy rain and snowmelt, and the Scioto overran its banks and inundated much of the town's low-lying streets and business blocks. The disaster struck during a period when river towns depended on rail lines and riverfront commerce, and the water cut off travel and disrupted local mills and shops. Residents in 1913 would have remembered the flood as one of the worst their community had endured, and the rebuilding that followed shaped how they guarded against future high water.
