Chillicothe, the Ross County seat on the Scioto River, had served as Ohio's capital in its early statehood before government moved north to Columbus. In March 1913, a storm system drenched the Ohio Valley, and the Scioto rose far beyond its banks and into the town's lower streets. Residents who had lived through high water before judged this flood far worse, and it disrupted commerce, rail traffic, and household life across the city and surrounding farm country. This view shows the water spread over the town, a scene that people in the region would long remember as the spring the Scioto overran Chillicothe.
