Dayton, Ohio, was a manufacturing city of about 120,000 people in 1913, known for the National Cash Register Company, railroad car shops, and a growing number of machine and metal works along the Miami River. In late March 1913, days of heavy rain and snowmelt sent the Great Miami, Stillwater, and Mad rivers over their banks, and the water covered much of the downtown and the low neighborhoods on the west side. Hundreds of people died across the region, and the flood cut off gas, power, and water while homes, factories, and stock were destroyed. Residents rebuilt under a new commission-manager form of city government and, in 1914, joined a regional effort to build levees and dams, a plan that shaped how the valley was protected for decades.
