Michigan Avenue in Chicago in 1910 sat at the edge of a city of roughly 2 million people, which had grown rapidly on meatpacking, grain and lumber trade, and its position as a rail hub. The street's lakefront stretch was still a work in progress. Illinois Central trains ran on tracks near the water, and the smoke and clutter there were a constant complaint among residents who hoped for something better. The Commercial Club's Plan of Chicago, published in 1909 by Daniel Burnham and Edward Bennett, had just proposed broad boulevards, parks and a cleaned-up lakefront, and that vision shaped civic debate that year. The Art Institute, built for the 1893 World's Columbian Exposition, anchored the avenue's cultural life and drew visitors from across the Midwest.
