Roanoke, Virginia, in 1931 was one of the principal railroad and industrial centers of the Southwest Virginia mountains, built around the Norfolk and Western Railway's shops and yards, which had made the city a major rail hub since the 1880s. The business district rose along Jefferson Street and Campbell Avenue, where banks, department stores, and office buildings served a population of roughly 70,000 and a large surrounding trade area. The Great Depression had already slowed construction and cut payrolls at the railway and the local factories, and Roanoke's merchants and civic leaders were working to hold their position through the downturn. This panoramic view of the central business section records a downtown that depended on rail freight, wholesale trade, and the steady commerce of the valley.
