Roanoke, Virginia, in 1931 was a railroad town built around the Norfolk and Western Railway's shops and yards, which had made it one of the largest rail centers in the South. The city had grown quickly after the 1880s, when the railroad arrived and turned a small depot settlement into a manufacturing and freight hub, and by the early 1930s it counted roughly 60,000 residents. The Great Depression was squeezing local payrolls, yet the rail shops and the city's wholesale and tobacco trade kept many families working. Mill Mountain, rising above the downtown valley, had been developed as a city park, and the view from its summit took in the rail lines, church spires and brick commercial blocks that residents called the Magic City.
