Great Falls, on the Potomac River above Washington, D.C., was known in 1919 as both a place of old industry and a riverside retreat. George Washington had tied the site to his hopes for a navigable Potomac, and the Patowmack Company's canals and locks were built to get boats around the rapids. By the early twentieth century, the mill and canal works were long past their working life, and the falls drew Washington residents on weekend outings for picnics, fishing, and walks along the cliffs. The end of the First World War had just ended the year before, and the scene reflected a region that was more a place for leisure and memory than for commerce.
