In 1914, Arlington National Cemetery sat on the wooded hills of Arlington County, Virginia, just across the Potomac from Washington, D.C., where the federal government had buried its dead since the Civil War. The cemetery was then a quiet, expanding place, and its burial grounds were slowly filling with the graves of soldiers, sailors, and officers from the nation's wars. Across the river, Washington was growing with new government offices and streetcar lines, and many of its residents still traveled to Arlington for solemn occasions like monument unveilings. That summer the wider world was shifting too: the Panama Canal opened to shipping in August, and war broke out in Europe, turning public attention abroad. The dedication of a memorial to Philip Kearny, a Union general killed at Chantilly in 1862, drew officers, veterans, and government figures to the hillside.
