Arlington National Cemetery, across the Potomac from Washington, D.C., was in 1930 one of the country's most visited places of national remembrance, and the Tomb of the Unknown Soldier, entombed in 1921, drew steady crowds. That year Congress funded pilgrimages that carried Gold Star mothers, women who had lost sons in the World War, to visit American military graves in France, and General John J. Pershing, who had commanded the American Expeditionary Forces and chaired the American Battle Monuments Commission, was closely tied to those trips. The photograph pairs Pershing with the mothers at Arlington, linking the cemetery to the overseas graves they were about to see. The country was entering the first full year of the Great Depression, but federal spending on war memorials and veterans' commemorations continued, and Arlington's grounds were a shared civic landmark for Virginians and visitors from across the nation.
