Mountain Lake, in Giles County, Virginia, was a mountain resort in 1914, and the county seat at Pearisburg, about a dozen miles away, handled the county's courts, merchants, and farm trade. The Norfolk and Western Railway's main line along the New River gave the region its link to the wider world, carrying coal from the mines to the west and to the Tidewater ports. Local men still worked most of their days on small farms and in the timber camps that cut the ridges, and the county's schools and churches were the center of community life. Virginia's new governor, Henry Carter Stuart, had taken office that January, and state politics in 1914 turned largely on road building, schools, and the question of liquor sales.
