Bonneville Dam was under construction on the Columbia River in 1934, a federal project in the Columbia Gorge east of Portland, Oregon. Work began in 1933 as one of the first large public works projects of the New Deal, meant to put men to work during the Depression. Crews were clearing and grading the riverbanks where the Cascade Rapids had long made river travel hazardous and had forced boats to portage around the rocks. Residents of nearby Skamania County and the towns of Cascade Locks and Stevenson followed the project closely, since it promised navigation past the rapids, electric power, and steady wages in hard times. The dam was not completed until 1938.
