Coulee Dam, Washington, in 1935 sat at the edge of the Columbia River's Grand Coulee, where the federal government was building one of the largest concrete structures in the country. Work began in 1933 under the Bureau of Reclamation, with money from the New Deal's public works programs, at a time when unemployment was severe across the Pacific Northwest. The construction camp and the newly planned town below the gorge housed a growing workforce of laborers, engineers, and their families, many of whom had come from drought-stricken farms and depressed mill towns. Local people in Spokane and the surrounding Inland Empire followed the project closely, since the dam promised cheap hydroelectric power and irrigation for dry land to the north. The dam would not be finished until the early 1940s, so in 1935 the site still looked like a raw excavation of rock and scaffolding.
