In 1909, Richmond, Virginia, was a industrial and rail center that had served as the state capital since 1780, and the State Capitol on Shockoe Hill was its most recognized building. Thomas Jefferson helped design the Capitol, completed in the late 1780s, and its classical portico still set the civic tone for the city. Richmond's economy in this period leaned on tobacco manufacturing, flour milling, and iron works, with several rail lines converging in the city. Its streets also carried the weight of the Civil War, since the city had been the Confederate capital, and many residents still regarded Confederate memory as part of daily civic life. The view of the Capitol and its grounds would have looked familiar to anyone who worked in the government offices or the nearby commercial district.
