Richmond in 1909 was the capital of Virginia and still carried the weight of its Confederate past, having served as the seat of the Confederate government during the Civil War. The city was a center of tobacco manufacturing, with cigarette factories and warehouses along the James River, and its streets were served by an expanding network of electric streetcars that the Richmond city government and private companies had helped build in the 1890s. Capitol Square, laid out around Thomas Jefferson's state capitol building, was the civic heart of this world, where legislators met, veterans gathered, and monuments to Virginia's public men stood on the grounds. For residents, the square was both a working seat of state government and a place of ceremony.
