Cincinnati's riverfront in 1908 sat on the Ohio River, where steamboats, freight barges, and rail lines met the city's warehouses and factories. The city was a major center for meatpacking, brewing, tobacco, and machine tools, and its Ohio River landing had long made it a shipping point between the Midwest and the South. Population had climbed past 325,000 by the early 1900s, and the Public Landing and the nearby Basin area were crowded with working docks and commercial traffic. Residents of the time knew the waterfront as the economic spine of the Queen City, a name the city had carried since the nineteenth century. Flooding was an old threat here, and the river's moods shaped daily life along its banks.
