Bellingham, Washington, in 1909 was a young port city on Bellingham Bay, formed only a few years earlier from the union of neighboring towns including Whatcom, Fairhaven, and Sehome. Its economy rested on lumber, shingle mills, and the shipping that moved their output down the coast, while the waterfront and rail connections drew settlers and workers from across the Northwest. Civic life centered on competing ambitions for a single harbor and a unified downtown, and residents of the period often judged their town by how quickly its streets, schools, and wharves were being built. Photographer J. Wilbur Sandison's wide view records that construction boom, with the bay and the developing town laid out in one continuous frame.
