In 1909 Bellingham was still a young city on Bellingham Bay, and its mills were not its only draw. The state's normal school, which trained public school teachers, had its campus on the hill above town, and graduates carried its training to schools across Washington. Down the shore in Fairhaven, the Pacific American Fisheries cannery processed salmon from the region's rivers and fishing grounds, adding a second industry to the waterfront's sawmills and wharves. Residents were also debating how to pave streets, extend water mains, and make the separate neighborhoods feel like one city. The panorama captures the bay and the hillside campus that shaped how many people in 1909 understood the place.
