Bellingham in 1909 drew much of its water and power from the country east of town, where Lake Whatcom and Whatcom Falls supplied the growing city. Residents who climbed the surrounding hills could see Mount Baker rising above the forests, a view that many of them took for granted as they went about their work below. The town's past was also still part of local memory: in 1886 Whatcom's white residents forced out the area's Chinese community, an episode that later shaped who lived and worked on the waterfront. By the late 1900s, the city's leaders were weighing how to protect its reservoirs and distribute water through a city that was still stitching together its separate neighborhoods.
