Mount Vernon, the seat of Skagit County in northwestern Washington, sat on the Skagit River in 1909, about 60 miles north of Seattle. Its economy rested on the surrounding valley's farms, especially dairy herds and the fields that fed nearby towns, along with the logging camps and shingle mills that processed cedar and fir from the hills. Rail service on the Great Northern line and the river traffic of the valley tied local farmers and mill operators to markets in Seattle and beyond. A westward view from this period would have shown a small river town still measuring itself by its harvests, its lumber shipments, and its growing civic institutions.
