Herbert Hoover appears at the cornerstone ceremony for the Department of Commerce Building in Washington on June 10, 1929, about three months into his presidency. He had led the Commerce Department himself under Presidents Harding and Coolidge, so the project was one he knew well from the inside. The National Photo Company, a Washington studio that recorded official life in the capital for decades, made the glass negative, which gives a useful view of how these civic ceremonies were documented. Streaks and faint blemishes on the glass reflect the age of its original coating.
