Herbert Hoover is shown laying the cornerstone of the Congressional Club in Washington, D.C., on June 9, 1923, a few months after he had taken office as Secretary of Commerce under President Warren G. Harding. The club was a social institution for members of Congress and their families, so the ceremony marked a building meant to serve the legislative community rather than a government office. The picture comes from the National Photo Company, a Washington commercial studio that documented officials, buildings and public events in the early twentieth century. Its glass negative is worth a look for the streaks and blemishes that come from age in the original coating.
