Herbert Hoover is shown laying the cornerstone of the Congressional Club, a Washington, D.C., social club for women in Congress and their families, in June 1923. Hoover was then serving as Secretary of Commerce under President Warren G. Harding, and the event drew the kind of official Washington crowd that the National Photo Company regularly documented. The picture is a glass negative from that company's collection, made by a camera operator working for a commercial studio that sold images of public events to newspapers and buyers. Its title and date come from notes written by the company, which the Library of Congress has not independently verified.
