Hoover appears at a cornerstone-laying for the American Chamber of Commerce on May 16, 1922, when he was serving as Secretary of Commerce under President Harding. The National Photo Company, a Washington studio that documented officials and public events in the early twentieth century, made the glass negative, and the title is one the company supplied and has not been independently verified. Streaks and blemishes across the glass come from natural deterioration of the original coatings, so they are worth keeping in mind when judging fine detail.
