The title pairs Herbert Hoover with a man named Warren, though the record gives only that unverified label from the National Photo Company. In 1923 Hoover was serving as Secretary of Commerce in Washington, a post that kept him in frequent public view, and the company's Washington studio made many portraits of officials and visitors during those years. Glass negatives like this one were the standard medium of the period. The streaks and blemishes on the plate reflect the natural deterioration of its original coatings, which is worth keeping in mind when viewing the image.
