Herbert Hoover is pictured with members of an arms conference delegation, a group that gathered in the years between the First World War and the early 1930s, when Washington was the stage for much of the international effort to limit naval and military buildups. Hoover served as Secretary of Commerce through most of the 1920s before winning the presidency in 1928, so his presence alongside a delegation reflects his prominence in official Washington during that period. The National Photo Company, a Washington studio that documented officials and public events, made the original glass negative. Look for the streaks and blemishes on the plate, which are typical of the coating deterioration common to glass negatives of this age.
