Few presidents of the late 1920s were as closely tied to the nation's roads as Herbert Hoover, and this glass negative shows him with a U.S. road delegation on July 25, 1929, a few months into his term. As Secretary of Commerce during the 1920s, Hoover had promoted highway development, so a gathering of this kind fit his longstanding interests. The picture belongs to the National Photo Company Collection, a Washington studio's large body of government portraits and events, and the streaks and blemishes on the glass are typical of aging negatives from that era.
